1000 is quite small as databases go!
And it wouldn't need to be a terribly complex database, would it?
A simple list would probably do...

In summary,
  • The master polls for slaves;
  • All "unconfigured" slaves attempt to respond;
  • Once a slave has received the "configuration" from the master, it stops responding to these polls;
  • If an "unconfigured" slave doesn't receive a "configuration", it waits for a random time before attempting to respond again.

    Obviously, the master must have the capability to record all the slaves that it has recognised!

    Again, you should expect the Master to have significantly greater resources than the slaves - possibly by an order (or orders) of magnitude!
