Yes, I can confirm this! It even has some more traps and crutches. Not really suited for a professional, for my taste.

ORCAD I have worked with many years ago, the 16bit version. But it forbidds you all the time to do things you want to. Then you have to go into these endless definition and configurations lists and switch-off certain design rules. Terrible, at least for me.

"Target" on other hand allows you everything (yes everything!) to do and to change, but nevertheless has a design rule check, that you can activate if you want.

"Target" is not cheap, but is an extremely useful tool, not only for the professional!
