I suspect that 99% of the downloads of that evauation are purely as a freebie with no intention of purchase.

If you have a bona fide interest in a genuine evaluation of a tool with a view to purchase, I'm sure you could reach some agreement with the supplier...

Alternatively, you can get short-term Keil licences from Hitex:
