I think I've seen the same App Note that Richard's referring to, and that was my thought exactly!

IIRC, I think the point of that app note was how to use the '1232 just as a Reset generator without using its watchdog functionality?
So the ALE connection is there purely to keep the dog happy - not in any attempt to detect software failures.
(although, as Richard says, even that may be flawed)
