Using a hw timer with an ISR to kick the watchdog is quite dangerous. Then the application can be toast, but the hw timer still ticks and kicks.

I have seen processors with an internal watchdog using an RC delay, just to make sure that the watchdog will measure time and perform a hard reset even if the firmware does something bad and manages to deactivate the external oscillator or the oscillator for some reason doesn't start running. At least some ARM chips starts with an internal RC oscillator for the normal execution, and then have the application turn on the power to the external oscillator. Having the reset reactivate the power to the oscillator can help if the VCC is increasing so slowly that the oscillator doesn't start to run on initial power-up.
