So I will try to explain more clearly: When I said that you do not require a modem at the "fixed" end, that means that there are other options available for receiving SMS to a PC; but you have to decide whether those other options are practical and/or economic for your project - if you decide that they are not, then you will have to use a 2nd GSM modem. but at receiver side (at base station) how we take message to computer without GSM modem. You need to search for services that will deliver incoming SMS to your PC over a non-GSM link; most commonly, this would be via an internet link - but you might find services available to you that can use the PSTN (the normal phone system) or a dial-up modem link... For internet services, try googling for "SMS Aggregator", "Bulk SMS", "SMPP", etc...
