You normally need two GSM modems, or one GSM modem and one subscription to an SMSc service, where the received SMS are either sent to you using TCP or UDP, or you connect to the SMSc using TCP or similar, and asks for available SMS.

There are also solutions where the received SMS gets forwarded as an email to an email address you supply.
