What Rob wants to mention is very simple: If you have on the top layer many SMD parts with their many solder pads, how can you then have a solid ground plane on this layer at the same time?

Also, with 4 layer boards there's another reason why you should not have the two signal layers inside, just because then you have no shielding plane between them!

Routing signals on inner layers can be done, when using a (>)6 layer board, though. Then you have two component layers with ground fills outside, two inner signal layers, a solid ground plane and solid Vcc plane which can act as shielding planes.
