You can do a lot with a JTAG interface, or their onewire debug solution they have on the smaller chips, where you (ab)use the reset line.

The most important thing is to be able to single-step and to read out memory or register data. Sometimes a good breakpoint subsystem is worth gold, but you can most of the time manage with stupid breakpoints too.
