Of course. He has found a batch of over 60k of special high-voltage LEDs. The special drivers was needed since they have a Vf of about 2kV. The diodes are quite large (a single LED/pixel of about 10cm diameter), but that is OK since they require a very significant isolation distance - especially if there is fog.
