I'm a deception!

Trouble again!

I have made same circuit and not working.
Measure the microcontroler output voltage connected to the uln is giving
in low state 0,17v
in high state 3,30v
Measuring agains the + (one probe in the ground and another in the output)
The only different is I have put a 4k7 resistor instead of 10k.

Where is my mistake?

Here is basicaly my circuit:
I'm sure the rest of circuit is well because servos are working ok.
The only used pins in P2 is the shown in the image.
The commom of the resistor array is connected to +5v
