An important metric would be how many thousands per week he intends to ship.

Is it line of sight? I've seen line-of-sight optical links built out of a few dozen LED's and some optics on the receiver that work at 9600 bps at over 5 km. It's pretty secure, too, at least against casual intrusion.

Would zigbee reach 4 km?

What else hasn't been considered?
