Yes. As someone that became fluent in a second language (Spanish), I can assure you that if everyone had dumbed down their speech/written word so I was never challenged, I would not now be fluent in Spanish.
While some may argue my fluency in English, I totally agree with the statement above.
Now, an admission, at my first stay in the US, I, every Saturday, watched the Raccy Raccoon show just to enjoy TV I did understand :). So, yes 'dumbing down' can be relaxing, but helpful? never.
