Lattice, Altera, and Xilinx all have relatively new technology and ACTEL has had nonvolatile FPGA's for quite some time, that operate without an external boot PROM. You could build in a counter for number of power-cycles, and make it relatively large. If he runs out of reboots, he can beg for more, but doesn have to come back and explain what his situation is. A 6-bit PC would be a mite short for evaluating whether it actually runs satisfactorily within a fairly complex task that interacts with hardware you've designed yourself.
