Super idea, Lynn!
I think Jez idea for limited programm counter is very clever.
For me personally - i will pay 50..200 USD for non limited core.
Maybe this is not enough, but today i can plane usage of such devices only in small quantities.
Which FPGA -
- simple to understand and load.
- simple to solder.
- if possible - 5V tolerant.
- if possible - low power.
By the way - You will sale empty chips too.

I think You really need to have some kit for sale. I can't imagine is possible or not - but if possible , good scenario for me is -
- i buy kit, 49..99USD, kit containis FPGA , port or serial eprom socket for loading, IO pins to attach to prototype board.
- You send to me unlimited encrypted bitstream(s) ( free or let say 5..10USD), which is useless without kit.
