Yeah, this is way off-topic. Of course, it could be worse. He could have asked about the origins of the philosophical conflict between Judaeo-Christian theology and Eastern mysticism as manifest in traditional Hinduism. So maybe he's just a little bit off-topic. In Windows you control port operations through DCBs (Data Control Blocks). And if you want to know anything more about it, look it up.
