Nothing really to do with the language - it's what facilities your operating system makes available to you.

I want to change the mode of LPT port to Bidirectional or ECP or EPP without restarting and entering the CMOS setup.

In the days of DOS (that's real MS-DOS - not the Windows Command Prompt) you'd do this via BIOS "calls" (which were actually software interrupts.

Windows makes this kind of stuff very difficult for user programs - but there are drivers available to let you do it.

I have no idea what it's like with LINUX...
