Most manufacturers have their own design and programming software avialable for free download,trouble is they tend to be HUGE so if you'll need a fast connection.There is one indespensible peice of software which will make life a lot easier and thats modelsim, you can download copies of it from http://xilinx.com or http://altera.com which have ben adapted to use their specific parts and libraries,or you can get a free evaluation copy from http://www.model.sim
