#105066 - DIP Switch Address Setting in EISA card

Can anyone tell me the Logic behind the DIP switch Address setting for EISA card.

I saw a circuit were +5V is connected to the terminals of DIP Switch and the address bus of the EISA. The other side of DIP switch terminals are grounded.Hence when the switch is in ON condition the +5V is earthed.

Does it mean that the microprocessor sinks current when given +5V to it and thus setting the corresponding address bits.
