Yes, you are expected to get a very high voltage over the capacitor with this design.

And yes - it really is not a very safe design even if the series capacitor will limit the available current a bit.

You can use a PC PSU but it does not have any constant-current functionality so you would end up with lots of 12V chains that must either have a constant-current source or at least a series resistor.

It might be better to look for a power adapter for a laptop that gives 18-24V just so you can get more diodes/chain. Of course, this depends a lot on what is available for a good price where you live.
