Aw; well it isn't my design. I just downloaded it from another forum. I tried to look on the one here but the image couldn't be viewed guess it got deleted or something. Anyways I just removed transistor and added rc circuit for the RESET and used a 11.059 MHz crystal following advice on here. Then it worked; been able to erase chip.
So Again thanks everyone for the help!!! =)
