Yes. The Atmel ISP cable will 'work' with a PC that has a LPT port.
Very few modern PCs have a an LPT port.

The AVRISP-2 works fine with a AT89S52.
As does a STK500.

All you have to do is use a proper RESET schematic e.g. Kai's example.
The data sheet schematic will work too.
