Maybe a little bit more generic would be for SDCC to warn about sfr/sbit declarations that are neither 'extern' nor have an '__at' attribute. I wouldn't be surprised if this is already a feature request in the tracker system

... seems a frequent occurance judged by the number of threads including such, this would be a very nice enhancement. I shall not try to argue samantics, but, in my opinion, anything that generate wrong code should emit a warning/error.
