Not true -- look up the (weirdly named) interrupt transfer type.

We need a new OS ... or one that doesn't use so much of the processor's bandwidth just to keep itself running.

I mean anyone wishing to do useful (non-windows) work without tripping over all the Windows pitfalls. Windows has turned that once-useful platform into a video toy.

If you don't like the current offerings, you are free do write your own.
I don't need to do that ... I have DOS ... it works just fine. Sadly, the newer machines don't have sufficiently flexible interfaces. The now-obsolete EPP-mode parallel port was very effective. I can still use it, though.
