Is Erik still waiting for this board ?

And if you can wait for another 15 days, anybody can supply this board to you.

To Erik:
Is it that, you want any certification (or specific tests) for this board ? Then you will have to get the ready-made ones.

Over here, In Mumbai, here is the time chart:
1 day Schematic+PCB Design (with films)
13 days for getting the PCB (with good quality PTH, 8 days for Single Sided)
1 day for assembling
3 days for testing.

There are people, here, who can do the above job within a weeks time.

P.N.: Since you have asked for ISP, the final firmware will be yours, only the basic tests will be done.
