If you really don't have any other communication options, then your microcontroller 'C' is just going to have to monitor the data & control line to LCD 'A' and, effectively, mimic the operation of the LCD.

Presumably, you already have board 'A' working - so you must have the specifications of how the LCD reacts to its data and control lines?
You "just" need to mimic that...
