LCDs are simply too slow to notice flicker at, say, 50Hz refresh rate (and the refresh happens in a different way).
CRTs with high resolution tend to have shorter decay of the luminophore that's why the refresh rate rockets up to 70-80Hz (this is not the case e.g. with TV CRTs). To be honest, I don't know the exact reason why is it so - I'd say luminophores can be engineered to any decay within reasonable limits, so there must be some secondary reason behind it. JW PS.
