triac never gets triggered
although the circuit does draw progressively more current as the TL431 starts conducting

To trigger - triac needs gate current to be high enough(see datasheet),so measure current in gate ,not on battery.
Your resistors probably limit gate current.
Additionally - resistor's and other component's values can help us to help You.
There should be very awesome reason to use such circuit today.
