Another "jumper pad" configuration that may be easier make than the I showed before is something like this:

This can be constructed from three rectangles, one round pad, an arc line object and an optional line segment.

The overall geometry is 2::1 so for 10 mil traces you work with 5 mil clearance and 15 mil traces with 7 mil clearances. The latter is the accepted low cost design rule clearance for many proto shops in the USA.
