I'm thinking since LInux became competitor of Windows.Windows seem follow bandwagon of Linux.

Window's XP and newer window's using admin capability.
LInux became popular since window's 98 time period.
After that window 2000 then added admin capability to follow the native WinNT.
I'm just thought like that.
