Don't forget those pesky activation products. Not quite as nasty as the fission products produced by a fission reactor, but still not something you can just dump on the scrapyards.

Otherwise, I agree. Apparently, governments can spend tens (hundreds?) of billions on bank bailouts and wars, but a handful of wealthy, industrialized countries can't agree on spending a handful of billions on an experimental reactor. Look at the history of ITERs planning and cry.
