1) To sense high current use Current Transformers ,google will show you as high as 2000A.

2)A suggestion would be PWM controllers , but if you are not conversant with it there will be a lot of heat dissipation 'core losses'

3) I would use MOSFETS or IGBTs but IGBTs require attention.

4) What exactly do you mean by "DC drive circuit "? .
