I may be missing something. I can see how he goes from left to right, how does he go up and down ?

The spinning mirror does the horizontal axis, so to speak, and the one moveable mirror axis is rotated over a narrow field, to produce the vertical deflection. That demands far less precision that two moveable axes.

Where is that in his control scheme ? I only see the polygon mirror.

If I read that right, each individual mirror produces one of eight horizontal scan lines.
