Bill's no personal friend, however early on M$oft was cross developing on PDP's and Vax's and utility of lot's of memory on those platforms was pretty obvious.

I don't have any recollection of Bill saying the phrase however i could probably dig up several Byte commentators who indeed said exactly or something similar to the 640 Byte issue.

And since the PC was modeled upon the Apple II inherent architectural memory space limitations where not uncommon for the time.
