Bill's no personal friend, however early on M$oft was cross developing on PDP's and Vax's and utility of lot's of memory on those platforms was pretty obvious.
I don't have any recollection of Bill saying the phrase however i could probably dig up several Byte commentators who indeed said exactly or something similar to the 640 Byte issue.
