Sorry for late reply but work is crazy, I have many projects that keep busy.
I used 4046 and cd 4520 and produced 16x frequency multiplication. The user loved it but he said it doesn't work under 10Hz. I will fiddle with the loop filter to see if it works under 10Hz, otherwise I have to revert to microcontroller solution.
Nothing was wrong with uC solution, it just needed u with more resources. I will put details pictures, schematics etc when I have time.
