Yes, there is a problem at power-on and power-down. But this is true for all kinds of microcontrollers.

They have the same problems. During the reset time there's a brief period when the output level of port isn't defined. If this is a problem, there are a lot of proven measure against it. For instance, you can stop all activity of microcontroller and surrounding hardware by the help of an undervoltage detector, like shown here:
