How much do the "PC-104's" that you're thinking of cost?

The SiLabs kits are $99 or less; Arduino, I think, is on the order of $50. Plenty of other microcontroller boards are available at - and significantly below - this price level.

The Arduino "shield" scheme is very similar to the "stacking-up" idea of PC/104...
