When the oncoming car has his high-beams on, it not only makes it impossible for the cyclist to see potholes and other hazards while the car is approaching, but, even after it has passed, the cyclist is "night-blind" due to the persistence of the retina. It takes minutes for the cyclist to regain his proper vision.
