Maybe I'm totally wrong.

I'm analyzed the "goat country"/somalia which they invented technical warfare(http://en.wikipedia.org/wiki/Technical_(vehicle).
The rebels at another counties didn't paid them.
After that they became pirates at Indian ocean

Western countries too much teach them which others didn't prepare to received that kind informations.
They(Who's study from western) just used that informations or maybe technologies to foolish their uneducated peoples(which didn't study well) and gain their "lazy profit(copypaste)".

I think didn't related rice crispies..
