Look again at the cost of a GPS module. It is very cheap.

Look again at the cost of a GSM module. Add cost of subscription of prepayed card.

GSM modules cheaper than GPS modules.

Time syncronization "GSM slaves" and "BTS clock" didn't required "moneys",even that SIM card didn't have credit pulse.
