The idea is to use many different grounds. Then, you don't need to handle 360V but only a small portion of it and the errors contributed by the resistors aren't high either. It's a big difference whether you must suppress 360V common mode voltage or only 24V!

To communicate between the individual moduls use isolators like optos or else.
