One thing with the Linear Technology chips that Andy links to is that they also have logic for driving a FET to load the individual cells. This can be used when you find an imbalance in the cells, to bleed off some excess energy from some cells just so that they will not get constantly overcharged when you try to fill the other cells in the chain.

Without balancing logic, you can get into big troubles with quite varying charge state for the cells.
