Yes - this is a common feature of cheap & nasty USB-Serial adaptors.

I'm not sure if the Prolific chips are inherently cheap & nasty, or it's just that they tend to get used in cheap & nasty adaptors...?

FTDI adaptors don't do this - they keep the same COM number irrespective of which USB port you use...
