In general the audio range is assumed to be 20Hz to 20kHz, and a reasonable amplifier will deliver the same power at 15kHz as it does at 1kHz. Having said that, PA systems often have a reduced bandwidth to reduce wind noise and feedback. Check the amp specifications.

An amplifier rated to drive a 4 ohm load will also generally be happy with an 8 ohm load, although it will usually only deliver half the power.

600W into a piezo is a lot of power, and (if the piezo can handle) it you will certainly annoy the neighbours as it's VERY LOUD. Piezos aren't terribly delicate, but too much power will melt anything.
