If Mahmood cannot trust the serial clocking scheme, eventually because this LED panel is close to a radar station or cannot perfectly shielded and filtered, then these faults can happen rather often.

In this case I would read back the parallel outputs. Also, I would clock all the TB62706s individually, not all drivers in a row.
