We have a huge amount of dedicated roads for pedestrians and bikers. It's just that they prioritize the car roads. Not too many considers it fun to walk or bike in 5cm/2" of snow, unless it is light powder. Next thing is that when the temperature then gets around zero, and the snow melts and then freezes, you can get an inch deep tracks in the ice. Enough to break a knee cap of a walker, and very problematic when biking, in case your intended direction is slightly different to the direction of the ice track.
The savings from waiting a number of hours or days with removing the snow, is offset many times over with the broken wrists getting treated at the hospital, followed by lost days at work. Society will always run with very squeeky wheels as long as all official functions has their own economy and don't have to look at the whole picture before deciding where to cut corners to save some money. |
