It's the FLASH implementation that's the disaster, and not the RC reset. After all, the RC reset served fine for ~20 years before FLASH was integrated with the 805x core.

Now, I'd freely admit that a positive-going RESET is the most utterly silly and poorly thought-out feature imaginable ... but that's another (Intel) story.
