Does the manufacturer specify such a short MTBF for th is part that you have to concern yourself with this?

Are you exceeding the environmental spec's for this device?

I was taught that devices tend to fail during the power-on/power off transient.

Maybe a fan, heatsink, or peltier cooler, of some combination of these offers potential relief. What puzzles me is that you think it's required in this case... Why?
