Criminal behaviors are widely tolerated, though. They're complained about, but the authorities do nothing because, with a thousand criminals per policeman, it's easier to accept the bribes and look the other way. People tolerate crime and corruption because they can't change things, and because the laws only apply to others. They give aid and comfort to criminals, conceal them when the police look for them, and so on.
India is not the only place in the world where this condition exists. It's quite universal. It does take different forms, though. If people didn't tolerate crime, there'd be no corruption in India, terrorism in Pakistan, or drug trade in Afghanistan. Likewise, there'd be no drug trade in the U.S. nor would there be any illegal immigration to Europe or to the U.S. The problem is, it's only criminal when someone we don't know or don't like is doing it. Once we're acquainted with the felonious miscreant, his/her acts take on a different hue. Therein lies the problem. RE |
