The location of Vcc and Gnd on "digital" chips is not standardized. There is a de-facto standard that was popular among TTL chip makers, but some of them used pins in the middle of the package, (see 7490, 92,93, etc.) but that power-pinout certainly didn't apply to larger packages. You can fool yourself if you don't know what the function of a given device is.
